"The governing policy of Finance is to:
A. MAKE MONEY.
B. Buy more money made with allocations for expense (bean theory).
C. Do not commit expense beyond future ability to pay.
D. Don't ever borrow.
E. Know different types of orgs and what they do.
F. Understand money flow lines not only in an org but org to org as customers [*customers* - that's the word Hubbard used] flow upward.
G. Understand EXCHANGE of valuables or service for money (P/L Exec Series 3 and 4).
H. Know the correct money pools for any given activity.
I. Police all lines constantly.
J. MAKE MONEY.
K. MAKE MORE MONEY.
L. MAKE OTHER PEOPLE PRODUCE SO AS TO MAKE MONEY."
From HCO PL 21 February 1995, "Choosing PE AND Registration Personnel":
"Control = Income."
"When you have people who cannot control people on PE and Registration posts, your income falls or vanishes."
HCO Policy Letter 9 May 1965 "Auditing Fees" © L. Ron Hubbard:
"It will be found that those who will pay more were the most able to begin with and have the greatest value to others. Their worth as persons is greater."
Did you know that the "church" of $cientology has a policy regarding PREFERENTIAL TREATMENT of students and PCs? That's right; the more MONEY one has, the more attention one gets.
Someone asked for the reference. Here is one by L Ron Hubbard, written on the fifteenth anniversary of _Dianetics: The Modern Science [sic] of Mental Health_ [sic].
HCO PL 9 May 1965 "TECHNICAL & QUALIFICATIONS DIVISIONS - DIVISIONS 4 - 5 - URGENT - AUDITING FEES - PREFERENTIAL TREATMENT OF PRECLEARS - SCALE OF PREFERENCE" states, in part:
"There is a definite and positive Scale of Preference for accepting and scheduling preclears (including students sent to Review) for auditing in the HGC and in the Case Cracking Section of the Depart- ment of Review."
"Last on the list is any person who seeks auditing as a favour 'to demonstrate to others what it can do' or 'because of importance as a person'. The auditing of someone just because the result would 'prove' something or other or because the person has money or power and might donate, by firm policy since 1950, has been relegated to the 'circular file' (the waste basket). Giving auditing away to such persons or their friends or children or psychotic brother in the asylum is in fact forbidden."
"SCALE OF PREFERENCE", from highest to lowest, is as follows:
A. "Best Available Auditors, earliest possible commencement;
Pcs [who are] Paying [the] full rate Cash in Advance with the longest consecutive auditing period purchased."
B. "Skilled auditor (but not specially requested auditor, early commencement; Full rate pcs whose credit has proven excellent and prompt by past experience."
C. "Good auditor, early commencement; Pcs [who are] paying [the] cash in advance professional rate."
D. "Auditor staff available scheduling; Full public rate pcs with 50% deposit and unknown or not established credit."
E. "Interne Auditor and any scheduling convenient to org; Full public rate pcs requiring up to 75% credit, credit unknown."
F. "Any Interne Auditor, and any scheduling convenient to org;
Professional rate requiring credit."
G. "Any student, any scheduling convenient to org; Total credit at any rate, credit unknown."
H. "Students who need practice, cases not supervised except for student check sheet in Examinations, scheduled randomly or by waiting list, charity or pcs on full credit of a pcs unknown nature."
The distribution for this policy letter is "Remimeo, Registrar HAT, Tech Sec HAT, Qual Sec HAT, Org Sec HAT [now called Treasury Secretary], Dir Accts HAT [now called Director of Income], Cashier's HAT".
Hubbard goes on to write, on page two of this same policy letter:
"It will be found that those who will pay were the most able to begin with and have the greatest value to others. Their worth as persons is greater."
"Real charity cases who never pay are actually hard to find. In Charity Auditing one must always give them a chance to pay."
"A Registrar's matter of fact attitude about paying for auditing or training is a valuable asset. Giving the person a problem about how and what they'll pay is poor Registraring. Don't make them choose about paying in full or not paying in full. Just tell them 'Go to the Accounts Cashier'. An evil laugh when they advance the idea of some tiny down payment on auditing and a remark, 'Well, that would put you on the waiting list and give you a new student,' might be very effective." -- copyright © 1965 by L. It is an important policy letter in $cientology, since it deals with fees, the assignment of "auditors", as well as "preferential scheduling"
of "preclears" and "students". It is important because services are NEVER allowed to be given away free. One of the MOST important duties of the Treasury Secretary, Director of Income and/or Cashier in a $cientology corporation is the "policing of money" (also called the "policing of finance lines" to ensure that NO "illegal" discounts or free services are given. After all, $cientology is run as a commercial enterprise based upon the "doctrine of exchange".
Other references on no free services being allowed are HCO PLs 27 Nov.
1971 Issue III and 22 December 1971 Issue I, both on the subject of "FREE SERVICE = FREE FALL". I cannot find my copies at this time, but I believe a search of Usenet at http://groups.google.com/advanced_group_search will find a post or posts by Dennis Erlich on this subject.

In all my years in $cientology, including the time I was on staff at a "Class IV Org", the almost eight years on staff in the Sea Org, and during the many years I was a "public" member, I never once saw any service given for free by any $cientology "non-profit" <chuckle> corporation calling itself a "church".
